establishing of a School among the colored population. There representations seemed to produce some effect. I must make an exception, as far as the opperation is concerned, with regard to Thomas Tipton, Col. Fellows & Col. John K Miller, formerly colored of the 13th cavalry. The latter is the son in law of Isaac Tipton & proposes to speak to Mr Tipton about selling the colored people a lot. He will try to buy one near them, if Mr. Tipton will not sell. I have made this journey without expense to the government. 
The colored people are generally well off, though not owning any property & abundantly able to pay the Board of a teacher; they want one sent on as soon as possible; they can erect a School house in three weeks; three of them having teams
