Enclosed I transmit letters from W.H. Stilwell, Supt of Pub Instruction for Gibson Co Tenn and Miss J. Starkey Teacher of the colored school at Humboldt, Tenn. relative to repeated attempts to destroy the dwelling house of Miss Starkey and her mother and by compelling the teachers to leave the place and thereby break up the school.

I have the honor to report that I have visited Humboldt Tenn (Aug 23th & 26th) with a view of ascertaining the facts of the alleged outrages and to protect the school.
