The conditions precedent to granting aid for the construction and repair of School houses imposed upon the Superintendent of Education for Tennessee have been exacted from Mr White and others seeking aid from this Bureau; with these conditions Mr. White has failed to comply. If necessary a full history of all transactions with Mr. White since the present Superintendent of Education has been in charge of the office in Tenn. can be shown by the records on file. C.E.
