Sir:

I have the honor to acknowledge receipt of your communication of the 4th and in reply that to inform you that before this Bureau can [[?]] and compensate the start in the construction or repair of school buildings a site must be obtained,  secured by deed to trustees or some individual party, for school purposes for Freedmen or for children irrespective of color, forever  

When this is done make your application, sending with it to this office a copy of the said deed together with an estimate of the amount original in addition to what the people can raise.     

I would or glad if you would give the above  your personal attention for I am  satisfied that either the above arrangement your county can be supplied in a short time with a sufficient number of school houses to accommodate the need of your scholastic population. Let me hear from you.
