Sir:
I have the honor herewith to transmit a Circular from the Medical Department Howard University at Washington D.C. and respectfully request that you will make known its provision to persons interested therein.
The instruction offered is designed to give to colored students a thorough and complete course of Medical Education, and is under the management of a Faculty, who are deeply interested in the welfare and the advancement of these students
