I have the honor to acknowledge the receipt of your communication of the 9th Mar relating to furnishing the materials for a schoolhouse for Freedmen at Paris Tenn, and to inform you in reply that it will be impossible to place [[?]] appropriated [[?]] on [[ deposit?]] as the money is in the hands of the Chief Disbursing Office of this Bureau at Washington D.C. and can only be paid upon properly receipted vouchers, approved by the Commissioner 

The question of the payment for these materials is only one of time and if the parties referred to, or any one else who is responsible, will not furnish the same in the usual and customary manner, we shall be compelled to withdraw the amount from Henry County and use the same in the endeavor of a house in another locality.
