Sir:
I have the honor to acknowledge the receipt of your communication of the 27 and to write its accompanying enclosures.

You state therein that you can do nothing until the money is forwarded. this I cannot do. the money for the settlement of accounts of this character is in the hands of the Chief Disbursing Officer of the Bureau Refugees, Freedmen and Abandoned Lands at Washington and will only be paid upon Vouchers showing that the materials in question have been used in the construction of a specified building and after the same has been completed in a solid and workmanlike manner. I believe I so stated in my communication to you from Henry Station. All of our aid has been furnished in the above manner and I am not permitted to depart from the rule.  Should you be able to accomplish the work to be paid for when completed, inform me and I will send contracts in the form required by this Bureau.

In reply to Mr J M Brown you may inform him that if he is in possession of the original orders from the Asst Comm'r by which he was directed to [[springhouse?]] the journey referred to he can collect the same from Washington D.C. I enclose herein the necessary blanks
