GENERAL:— As I have frequent applications for instruction as to the steps necessary to be taken to establish Freedmen's Schools, and have reason to believe that in many places where now there are none, such schools might be instituted were the parties interested possessed of the necessary information, to meet this want I have prepared the following: 

DIRECTIONS FOR ESTABLISING COLORED SCHOOLS.

1. Secure a suitable lot of land, deeded to a Board of Colored Trustees for a school building, and see that the title to the land is valid.
2. Ascertain how large a building will be required for the school—how many feet long, wide, and high—and the estimated expense of erecting it.
3. Ascertain the largest amount of money and labor that the Freedmen and their friends can contribute towards the erection of the building.
4. Petition the Bureau for the amount of help needed, stating whether or not the Freedmen will permanently sustain a school if a suitable building should be provided—also the number of pupils who will probably attend the school—and send a copy of the deed with the petition. The information called for in the above articles 1, 2, and 3, will be stated in the petition, and the post office address of petitioner.
