To The Citizens of Georgia!
The termination of a sanguinary contract, which for the past four years has presented an impassable barrier to all social or commercial intercourse between the two great sections of our country, having at length happily cleared away all obstacles to a removal of those relations which formerly bound us together in a fraternal union, I take the earliest opportunity afforded me by this auspicious event, to greet my Southern friends, and to solicit them a renewal of that extensive business connection which for a quarter of a century has been uninterrupted save by the great public calamity to which I have averted.
It is scarcely necessary, on the threshold of a business reunion, I should repeat the warning so often given to my friends--to beware of all those spurions and deleterious compounds which, under the specious and false titles of Imported Wines, Brandies, Holland Gin, Liquors, &c., have been equally destructive to the health of our citizens as prejudicial to the interested of the legitimate Importer.
Many years of my past life have been expanded in an open and candid attempt to expose these wholesale frauds; no time nor expense has been spared to accomplish this salutary purpose, and to place before my friends and the public generally, at the lowest possible market price, and in such quantities as might suit their convenience, a truly genuine imported article.
Twenty-five year business transactions with the largest and more respectable exporting houses in France and great Britain have afforded me unsurpassed facilities for supplying our home market with Wines, Liquors and Liqmare of the best and most approved brands in Europe, in addition to my own distillery in Holland for the manufacture of the "Schledam Schnapps."
The latter, so long tested and approved by the medical Faculties of the United States, West Indies and South America as an Invaluable Therapeutic, a wholesome, pleasant and perfectly safe beverage in all climates and during all seasons, quickly excited the cupidity of the home manufacturers and vendors of a spurious article under the same name.
I trust that I have, after much toll and expense, surrounded all my importations with safeguards and directions which, with ordinary circumspection, will insure their delivery, as I receive them from Europe, to all my customers.
I would, however, recommend in all cases where it is possible, that orders be sent direct to my Depot, 22 Beaver street, New York, or that purchases be made of my accredited agents.
In addition to a large stock of Wines, Brandies, &c., in wood, I have a considerable supply of old tried foreign wines, embracing vintages of many past years, bottled up before the commencement of the war, which I can especially recommend to all connoisseurs of those rare luxuries.
In conclusion, I would specially call the early attention of my Southern customers to the advantage to be derived by transmitting their orders without loss of time, or calling personally at the Depot, in order to insure the fulfillment of their favors from the present large and well selected assortment.

CIRCULAR LETTER.
The following extracts from Circulars, Surgeon general's Office, are published for the information of all Medical Officers concerned:
Circ. No. 11, S. G. O., 1862--4. In cases where the services have been rendered in the field, the certificate appended to the account should state the fact, otherwise the increased allowance for the field services cannot be paid.
5. All accounts for service should be in duplicate, and should be certified by the commanding officer of the force with which the physician is serving, or the Surgeon in charge of the hospital, and approved by the Medical Director of the Division, Army Corps, Army, or Department.
Circ. No. 21, S. G. O., 1863.-5th- The mere approval of an account will not secure its passage through the Treasury. The signature of the certifying officer must be placed in the blank space immediately below the certificate, and not, as now frequently occurs, in some other part of the account, thus leaving the certificate unsigned.
6th. The dates between which the services are rendered, must be accurately stated. Both the initial and final day are counted; thus, from "August 20, 1863, to September 20, 1863, inclusive," is not one month, but one month and one day. It should read, "from August 20, 1863, to September 19, 1863, inclusive," being one month.
8th. When a Contract physician has been absent from duty, the certifying officer must state the reason and duration thereof.
Contract Physicians are requested to use the blank printed account furnished by this office; an abundant supply of which will be issued to every hospital, post, &c., on the request of the Surgeon in Charge or Commanding Officer.
Contract Physicians, who desire it, can have their certificates made payable to any person beside themselves, by simply endorsing on the face of the account:

Circ. Letter, S. G. O., Washington, D.C., March 26, 1864--III. Accounts for medical services under contracts, must exhibit the following facts:
1. The place of service.
2. The dates between which the services were rendered. The Treasury Department assumes every month to be composed of thirty days, and accounts for fractional parts of two successive months must be so calculated; thus, from the 21st of August to the 10th of September, the calculation of time will be from the 21st to the 30th of August, inclusive, (ignoring the 31st,) ten days, and from the 1st to the 10th of September, inclusive, ten days-making the time to be paid for, twenty days.
3. The name of the Hospital, Camp, Post, Regiment or Command, in or with which the services were rendered.
4. The class of persons with whom rendered; whether U. S. forces, colored troops, prisoners of war, military prisoners, refugees, contrabands, or whether the services were rendered in Small-Pox Hospitals.
5. The date of the contract under which the services were rendered, and the name of the officer with whom the contract was made.
6. If for service at a post or with a detachment, the strength of the command must be stated.
IV. Accounts must be made out for periods of one or more complete months, commencing with the date of entry upon service. No account embracing fractional periods of a month will receive attention, unless it appears upon the face thereof, either that the station of the physician has been changed or his contract annulled; but accounts for any length of time may be presented on one set of duplicates, subject only to the exceptions specified.
V. Accounts for several months' service, if rendered separately, must be continuous; for the Treasury Department will not pay an account for one month until that of the preceding month has been settled.
VI. Officers certifying to accounts of a, 'Private Physician under Contract," must give their official title, and state explicitly the capacity in which they are serving; otherwise their authority to make such a certificate may be questioned. E. G., A. B., Surgeon U. S. A., in Charge--General Hospital. C. D., Surgeon Vols., Medical Director, 1st Division, 2d Army Corps. E. F., Col. 40th Ohio Vols., Commanding Post Garrison, Regiment. As they are also held personally responsible for the truth of every statement contained therein, certificated signed "By Order" or "For Medical Director" will be disregarded.
VIII. All accounts certified by other officers than a Medical Director, must be forwarded to the office through that of the Medical Director of the Department in which the services were rendered, that he may endorse his knowledge of their correctness.
IX. In all cases of absence from duty, the dates and cause of such absence must be clearly stated. If a substitute has been furnished, his name in full must be given, with a statement showing that he has satisfactorily performed all the duties incumbent on the Contract Physician.
