2 United states. A picture of what fascism has done to living standards, to civil liberties, to workers organizations, to science and art, such as we see in Italy and Germany must turn every artist, as every honest thinking person, uncompromisingly in opposition to Fascism. Fascism would engulf the world in War, and would reinstitute the Dark Ages. The militant struggle of the organized workers, to in defen[[strikethrough]]d[[/strikethrough]]se of their living standards, is the bulwark against fascism. The recognition of this leads the artist to active alignment with the working class as a necessity for the preservation of culture. The First Workers State, The Soviet Union, has instituted cultural activities on a scale unknown to history. All art trends are encouraged. All creative workers there are free from the deadening threat of economic insecurity [[strikethrough]], and[[/strikethrough]]. For the preservation of World Culture and his own artistic freedom, the artist must defend the soviet union against the Fascist and Imperialist attacks which seek to plunge the world into war. The artist must act. Individually he is powerless. Through collective action he can defend his interests. The Artists' Union already exists to deal with the economic problems of the artist. But there is a need for a broader organization on a national scale which would primarily deal with our cultural problems. The creation of such a permanent organization, which would be affiliated with kindred organizations throughout the world, is our task. The Artists' Congress to be held in New York City in the early winter, will have as its objective the formation of such a permanent organization. The Congress will open with a public meeting to be followed by private sessions where discussion will take place around the issues that confront the artist today.
