More than 40 heads of families have within the last 6 months purchased city property for houses, at from $500 to $1200 each. It is the testimony of well informed gentlemen that the whole col'd population of Upper S. Carolina is - in general - in a thriving condition - with better houses, clothing & family comforts from year to year * -  Colored members of the legislature, whom I met from the interior counties, asked me
