Comm Bureau R.F. & A.L.

General:
Herewith I have the honor to forward application from Straight University for $3000, approved by Superintendent Mason of La.

I had the honor to ask for $1500 for this institution soon after leaving Washington a week ago.

I was not then aware that $1427- had already been advanced from the money needed for putting in seats &c.

This institution is moving forward with great promise. The A.M.A. pays the teachers.

I most earnestly recommend the appropriation asked and believe the money could not be better applied. If the Bureau can leave one good Normal School with suitable buildings in each State - the great want of teachers will be in a measure provided for.

Very Respectfully
C. H. Howard
Sec. A.M.A.
