Respectfully returned to Bvt Major Genl. O. O. Howard with the information that the endorsement of the C.MO. B.R.F. and A.L. Washington D.C. is looked upon by one as not at all satisfactory. If the C.M.O. would have referred it to the Post records at Columbia S.C. or to the records of Co. B. 5th Arty, as noted by one in the body of my claim instead of simply stating "There is no evidence that the claimant performed the duties of Hospital Steward &c &c" he would have assured himself that the duties were performed as stated and that the account was correct and just. The reason why my name does not appear upon the report of all attendants of that station was because no report of enlisted men was prepaired, [[prepared]] the pay rolls embracing only citizen employees. If it is not considered customary to pay the first account of any specified kind, I hope as
