General,

I have the honor to acknowledge the receipt of your communication of 27th inst, calling for a "copy of the Act of Incorporation of the "First Normal Institute at Richmond." There is no Institution of that name. I presume you mean the "Normal and High School" of Richmond, which is the Institution conducted by the Richmond Educational Association. This association has a charger of Incorporation from the Circuit court of Richmond. I cannot forward you a copy today, for the following reason. I had placed the charter in the hands of a lawyer in this city, to aid him in drawing up a charter better adapted to the purposes of a Literary Institution, to be submitted to the Legislature for its action.
