General,

Your letter of the 9th inst commands me to report on the following subjects in reference to the claims of the Gov't for provisions issued by the Bureau to various planters in S.C., during the Spring of 1868.

1st "The present state of the business."

Upon this point I am constrained to state that nothing seems to have been accomplished since July last — there are no entries in the cash book transmitted to me by Mr DeKnight, and no evidence of any kind that one dollar has been collected since the business was taken out of his hands. All evidence of indebtiness is distributed among twenty sub-agents located in different sections of the state (I refer to bonds and promissory notes) who were appointed by Gov. Scott. Some or all of these may be collecting and making
