Sir:  The contract for building Leland University appears to be correctly drawn except that no definite time within which the work shall be done.  As the contract is between the Trustees and the Contractor, and the Government is not a party in it, I return it to you.

Gen'l Howard is expected early next week, when it will be determined how much of the $25,000 can be paid.

The money will be paid on vouchers for materials and labor expended.  The receipt of OV. Waggner will be of use at a sub-voucher and will be retained until vouchers for the whole amount are prepared.

P.S. We have vouchers for Mr Tupper's school building, Raleigh, N.C. Do you wish us to pay the whole $3000 there, tho it may diminish the amount to be paid for Leland University?  If so I can settle Mr. Tupper's acct at once.
