Sir:

I have respectfully to inform you that the report called for by letter to you of the 20th inst. from this office, relative to the retention of Lieutenant Michael Mangan on duty in your Bureau, after he was placed on the retired list is not, for the purpose of being submitted to the Secretary of war, deemed satisfactory.

The act of January 21, 1870 (General Order 9. of 1870, A.G.O) positively prohibits the performance of military duty, under orders, by any retired officer, whatever, whether assigned to such duty as a retired officer, or otherwise.  That law was duly promulgated and it is not seen how it can be construed to continue a retired officer on duty.
