House of Rep. Washington
April 1 '71

Gen'l O.O. Howard.
Commissioner &c.

Dear Sir.

There is a Freedman in my district that has a claim that ought to be paid by some party, & I write you for information. In December 1868 Henry G. Thomas Brig Gen'l &c. purchased a lot of land in Wythe Co: for a school. (see copy of deed herewith enclosed) Upon this lot a School House was built chiefly it seems by I. K. Pattison Col’d. (I inclose his account for work, lumber &c) Gen'l Thomas is gone, the Freedman's Bureau suspended, and this a/c has not been paid, & worse than all the lot purchased by Gen'l Thomas will be lost to the School, upon the ground that he purchased from a man whose title was not clear, he had not paid for the land & there has been a decree for a sale of the whole land to pay purchase money & it will not bring enough to pay it.
