Sir:

I respectfully request that so much of my resignation (which was accepted today) as relates to leave of absence, be revoked; ask that it be referred to the Chief Disbursing Officer for his views upon its merits. Furthermore, that he be requested to state in writing his reasons for expressing himself in the following manner, viz: "That man had done wrong in granting me the thirty days leave of absence." I desire, no partiality shown in my case, and if in the opinion of yourself and the Chief Disbursing Officer, I am not lawfully and justly entitled to the aforesaid thirty days leave of absence with pay, I then respectfully request that no leave whatsoever be granted; as I am now willing to compromise the matter.

I am, sir,
Your's respectfully,
Edwd. S. Fowler.

The Commissioner of the
Bureau of Refugee's, Freedmen, etc.
