Respectfully returned to Bvt Maj. Gen. O.O. Howard Commissioner. Enclosing the Report of a Committee appointed by the Trustees of Straight Un also w report of S. Straight Esq. - These will explain the reason why I have not forwarded vouchers for the last payment of Jnonsage. I discovered that he was not completing the building according to the contract and when he absolutely refused to put in the gas pipes I deemed it best to ask the advice of the Trustees, and therefore addressed them a communication. Mr. Straight, and others, have devoted much time to this matter, their reports may be fully relied upon. In regard to my not furnishing material, I have furnished all he required, not only the amount contracted for with Messrs Herwig and Casey but have expended $1427.00 besides.
