Dear Sir - in submitting to you the subject of this letter as indicated in the within, I can not but hope that you will fully appreciate its importance to the future of the freedmen in the southern states.  
As the author, it has devolved upon me to push forward the work for the development of the principles in the Plan to harmonize the discordant elements in the minds of the people in that section of the country through the magninimity in the policy of the government & hoping that in the mission of the colored man you will see an object wanting of your support. I will call on you.
