It may be well to state that the following rule has been adopted by me in paying bounties.
When claimants apply and it is found that their money has been received a check for the amount due is drawn on the FS&T Company (where all my bounty funds are deposited) and sent with the claimant by my messenger to the Bank. These claimants are permitted to leave on deposit such sum as thay may see fit. The balance with certificate of deposit is returned to this office, and paid to claimant. 
My reason for making the payments in this manner is to give the soldiers an opportunity to deposit their money in a safe place before it is taken away from them by certain parties in this city who resort to all manner of means to get their bounty money.
