[[?]] the fact and apply to the U.S. Congress for the appointment of a proper board of Commissioners, to whom the erection of the monument can be entrusted It is however, hoped that a much larger sum than that specified will be obtained, & that the magnificence of the memorial may correspond to the distinguished excellence of the man, the grandeur of his work, & the magnitude of the blessings confered - Let every Freedman in the land contribute one weeks free work, and their united offering of gratitude will become the Nations pride . Permission has been obtained to use the names of His Excellency - Andrew Johnson President of the United States, of the Hon E.M. Stanton Secretary of War: of Lt General U. S. Grant: and of Major General O.O. Howard, Commissioner of the Bureau of Emancipation, in decided approval of this Patriotic enterprise. The hearty co"operation of all Officers of Colored Regiments, of all Government Officials, and of every one who approves of the undertaking, is respectfully solicited. 

Funds collected may be sent to either of the assistant Commissioners of the Bureau of Emancipation as follows
