I do not see, under the act establishing the Bureau, how we can have anything to do with "other property" or personal property, save [[strikethrough]] from [[/strikethrough]] such as arises from or proceeds from Lands that have been set apart for the benefit & use of freedmen, or from Aban'd &c lands. The act recites that there shall be committed to this Bureau "the control of all subjects relating to refugees and freedmen from rebel states &c; the supervision and management of all abandoned lands;" and that the Commissioner "shall have authority to set apart, for the use of loyal refugees and freedmen, such tracts of land within the insurrectionary states as shall"
