Too great praise cannot be awarded Lieut O'Brien for the skill and faithfulness with which he has managed the affairs intrusted to him. Nothing that would tend to elevate the people or strengthen their self respect and self reliance seems to have been neglected. The interests of the Government are jealously guarded. Justice for white and black alike is enforced. It is exceedingly fortunate both for the Freedmen and the Government that an officer so capable and devoted has been found for the important position filled by Lieut O'Brien.
