Respectfully returned to Mr. Wm. Holt Talbot Co. Ga. The Bureau R.F. & A. L. does not look with approbation on contracts such as the within, and will not use its authority nor allow others to compel freedmen to work for the compensation named in the within. It is difficult to see how an employer can expect full and faithful labor on his plantation for the simple necessaries of life as a renumeration, and it is still more difficult to see, if such a system of renumeration was to be continued, how the laborers when they become old and worn out can provide for themselves. _ Such contracts will not be approved by this Bureau for next year. _ The accompanying circular is furnished for your information and guidance in making future contracts.
