Respectfully referred to Capt. P. Slaughter A.S.A. Comr. who is directed to proceed to West Point and make investigation into the condition of the freed people at that place. Whether it is absolutely necessary to have a hospital there, or whether a Surgeon could be employed at a small compensation and the hospital cases sent to Columbus, or whether it would be better to send all cases to the hospital at Columbus.

Endorsement on communication from M.R. Hall M.D. stating that he could not get any pay for medical treatment of Mr. Ths. F. Parson's laborers, as follows:
Under the orders of the Comr. of the Bureau R.F & .A.L. no action on the part of the civil authorities can be permitted which will deprive the freedmen of the rights they have acquired in crop within mentioned by their labors. Their right to receive medical treatment at the expense of the plantation as set forth in their contract can only be enforced by paying the physician from its proceeds. If this is refused, no physician will be found willing to attend them for the remainder of their contract and take the risk of loosing the compensation for his services. Under the circumstances I am of the opinion that the bills of the physician must be paid from the crop, to secure the just rights of the freedmen.

Endorsement on Communication from L.H. Hanson, Alexandria Va., requesting the settlement of negroes on his property to be prevented: 
Respectfully referred to Capt. Stone at Savannah Ga. If the freed people on the "Fancy Hall" plantation have acquired no right, as set forth in Circular No. 3 War Dept. Bureau R.F. & A.L. May 22/65, they will not be permitted to remain on the plantation without consent of the owner. It is suggested that upon the arrival of Col. Sickle, Capt. Stone, or some other officer of the Bureau go to the plantation and ascertain the facts or that it be referred to the Pro. Mar. nearest the premises.
