Respectfully referred to Maj. J.R. Lewis Act'g Ass't Com'r Atlanta Ga, through Chas. Raushenberg Esq. agent and A.S.A. Com'r, Cuthbert, Ga., with note of Henry Outlar (freed) for $106 against H.A. Scott enclosed. The A.A. Com'r will observer that the note was given at Scott's Lower Mill, and his letter on the 2d inst was dated Lower Mill, which is in Lee Co. within my jurisdiction. My summons to him was polite and directed to Lower Mill near Renwick Ga. He claims that Outlar (freed) should go to Macon Ga. and sue out the note; but I earnestly hope that the gentleman who intends to report my errors of office (if I persist settling the debt) to Maj. Gen. Pope will be brought square up to the scratch by the agent at Macon, and forced to pay the full am't of the note in question, as the old freedman is in great want of the money. I would respectfully suggest that, if rebels are allowed to pay the freedmen when and where they please, to use such utter contempt to an officer or agent of this Bureau, there can be but very little done for the Gov't or freedpeople.
