I have the honor to report that in compliance with Special Order No 146 from your Head Qrs dated Augusta Ga Oct 15 1866 I proceeded on that day to La Grange Ga. "to investigate the statements of Rev. J H Caldwell of the place relative to the condition of the freed people in Troup, Heard, & and adjoining Counties referred to your office from Bureau RF & AL Washington DC.

Immediately upon my arrival I called upon the Revd Mr Caldwell & he made the following statements of freed people that had been murdered & maltreated in the above names localities (& alluded to in the first part of his communication, namely

1st a freedman names James Daniels who was working on a Mr. Henry Orrs place near Franklin in Heard Co. was shot by a party of persons in disguise (on the night of the 25th of August last) known as the "Black Cavalry"

2d a Negro woman names Mary Philpot was killed on the night of Sept 1st 1866 on David Philpots place in Heard Co. by some
