Dear Sir
I have read the letter addressed to Genl Pope by G A Burton in regard to a settlement made with laborers employed to work in 1866

There was some controversy about lost time but no proof submitted, the laborers denied the loss of time, there was much confusion in the statements, & in some instances contradictory - The Contract you will remember was signed by McKennon although the plantation was carried on by Burton & McKennon - McKennon said he was worth nothing & they could get nothing from him - I told him & Burton they accepted jointly the labor of the Freedman & the Govt would see to it that they paid them. From the conflict of statement I think the settlement approximated what was equitable. There was an evident desire to evade a settlement - after a delay which was inexcusable. I do not think the parties have any just reason to complain
