| Jany 21st 1868 #50 | Arkansas. C.H. Smith, Genl. Jany 23d Returned. The Asst Com'r of Ark is competent to grant transportation in his own Dist. | Little Rock, Jany 14th 1868. States that the Indiana Society of Friends under whose patronage the Freedmen's Orphan Asylum at Helena is conducted, in view of the discontinuance of the Bureau, is anxious to reduce the number of inmates. It is proposed to convert the Asylum into a Normal School to educate for colored teachers. Recommends that transportation be given for thirty freedmen from Helena to Little Rock. By making a contract in advance thinks river transportation can be procured at very reasonable rates. |

States that the Office of Surgeon in Chief in his District has become vacant by the resignation of Dr. Kipp & recommends Dr. J. Schultz late contract Surgeon to fill the vacancy He being a very desirable man for the position. |

Sedwick, applies for the balance of $200. due him under G.O. 101 1863 be balance of a fine imposed upon him & since remitted. Inviting attention to the approval of the Sec of War, ad interim, of the recommendation that the $200. in question be returned to claimant (in accordance with report of the Judge Advocate Genl.) provided the amount is still in the hands of any military officer and has not been paid into the Treasury of U.S. upon settlement of accounts  It is understood that the contraband fund into which the money referred to within appears to have been paid, has been absorbed in the Refugees Freedmen's Fund.
