| March 16th 68 #99. | Columbia Dist. C.A. Howard N.C. | Washington March 16th 1868. Forwards letter of Jesse Scott. (col'd) stating that his daughter was illegally held by a Wm. Edding a of Greenwood. Carroll Co. Miss that about 3 weeks ago he saw Mr. E but he refused to let her go. that he laid the matter before Mr. Goff Bureau Agent at Granada who sent his deputy, Mr. Morrison to see Mr E. that finally when he did obtain his daughter, he was keep waiting 19 days (at an expense of $2.00 per day) forms for his daughter's wardrobe valued at $500. Asks the assistance of the Bureau in recovering the clothes or their equivalent in money & the amount of his expense while waiting for them, in all $538.00 Endorsed by J.W.V. Vandenburgh Local Agent. That Mr. Scott was advise to go to Miss. personally he states that he was charged $10. by Mr Morrison deputy Agent for attending to this business that Scott has spent 2 years savings as a sailor, in relieving his daughter for involuntary servitude at no cost to the Govt. With request that this matter may be investigated. March 16th Referred to N.C. of Miss. for investigation report. April 30th Recd back  with report EBP 392. Vol 4. |

States that he has on his farm 3 colored women with their children to whom he is obliged to give shelter, Asks that something be done for their relief. Would be pleased to have a small account to his audit at Messrs Jones Brown & Co. Memphis Tenn.

S.A.C. submitting case of Catherine Shilling whose husband John Shilling died in Nov 1868 learning her property worth over $319, in hands of Leon Beckleheimer of Christiansburg Va as administrator of estate &c. He paid her $58 & refused to pay more claiming that the transaction took place under "Confederate Law"
