I enclose Bvt. Major Genl R. K. Scotts orders issued for the Benefit of the 103rd & 128. Col'd Infy vols in South Carolina.  I find upon arrival here that quite a number of the men are in Georgia & some of them about Macon & Thomasville.  I am looking up these men to get the Bounty due them from the New York State Agt.  Who has never paid them a cent.  Having secured all the proof necessary to obtain judgement for $600 ea. it only requires the affidavits of the men taken before a Commissioner for the State of New York to commence an action. I send these orders to you for proper circulation that the men may obtain proper notice & avail themselves of the only opportunity they will have to obtain their just dues. I will remain here until Thursday of next week at Room 15 Old City Hotel.
