Sir; 
Your two letters, of the 26th Augt 1865, to Lieut. H.P. Webb, Actg. Ord. Officer, requesting him to turn over to your Agent, Lt J. G. Basway, certain property in his charge, have been forwarded by him to this Office, and referred hence to Genl. O. O. Howard Comr. Bureau of Refugees, Freedmen &c.

Genl. Howard has returned them to this Office with his endorsement that it is not considered that Genl. Orders 110 contemplates the turning over of such property as you mention, if it has been taken up and accounted for as public property.  Concurring in this opinion, I shall instruct Lt. Webb accordingly.
