War Department,
Bureau of Refugees, Freedmen and Abandoned Lands,
Washington, December 5th 1865.

General,

Your letter of the 23rd ult. relative to Chaplain French, has just been received. He was sent to you because I believed he was doing much harm at the North, but would be of great service to you in Georgia, his previous course there having been highly commended to me.

Should you, however, deem him an unsafe man, and not be able to put him in some position where he will do no injury to the cause, you can order him to report to me at Washington.

Very Respectfully
O.O. Howard
Maj. Genl. Commissioner

Brig Genl Davis Tillson
Actg Asst Commissioner for Georgia
