General:

I am directed by Major Genl Howard to inform you that the Circular No. 19 C.S. issued from this office extending to this Bureau the privilege of drawing a months supply of Commissary Stores upon the requisition of Asst Commissioners, was intended to meet any sudden emergency, where extreme suffering from want of food should be discovered. Yet Asst Commissioners are held strictly responsible that there shall be no waste, and that such issues are confined to cases where humanity evidently demands them. Orphan Asylums, and Hospitals will be cared for as heretofore. Let every Commissary estimate and requisition be based upon actual necessity, and when parts of a ration will answer, do not make requisition for the full ration. Report immediately any increase in
