It is not from Provost Marshals or soldiery that the Freedmen will best learn their legal rights and obligations for as members of community they enjoy the one, and owe the other but, from him who has sufficient education & intelligence and tact to impress them with the truth of his statements, while he deals fairly with the new condition and order of affairs.
