States that he has been requested by some of the colored, as well as white persons, to ask intervention in behalf of the freed people. That bands of men calling themselves "Bushwhackers", "Jayhawkers", and "Regulators", are committing outrages upon the colored people. Suggests that some intelligent officer be sent them to have these men arrested & brought to Augusta for trial and punishment.
