I have the honor to state that I have turned over to Mr Cooley A Supt FS Five hundred ($500.00) dollars from the funds recd from Genl Brannan, beside eighty (80) dollars for rent of the Armory Hall. These amounts to be applied to Freedmens schools. I have made arrangements with city counsel to take one of the small buildings from the Guyton Hospital and locate it in a safe and proper place for Pest House, near this city. I am to let them have the lumber of the building and get it down here and the city is to put it up, paying all expenses for mechanics, and then furnish their portion of Surgeons, and all other expenses, and the Lazaretto to be used in common for both the Bureau & citizens. This is for the purpose of having only one place where the Small Pox will be treated. This distressing malady is increasing rapidly. The city had made arrangements to take its own cases, and had procured a building for that purpose but Genl Brannan, forbade
