I fully concur with Gen'l Tillson in all the statements he has made and the opinions expressed in the within letter.

Unsupported by the presence of troops sufficient to protect the rights of the Freedmen and enforce respect for the Bureau its agent would not only be utterly powerless but could not safely remain in the Country. Open resistance to any agency which the Gov. may employ to protect the freedmen in their just rights is only represented by the presence of U.S. Soldiers.
