Forsyth Dec 19th 1865 Head Qrs Freedmans &c} Bureau for Monroe County} Capt Lambert Sir Circular No 2 Sept 4th - seems to imply that rations can be issued to other than able bodied refugees or freed people. In our County there are 10,000 negroes and about 5,000 whites - None of them scarcely can be. induced to make contracts for the coming year, And I Know there will shortly be great destitution among them. A great many decrepid blind &c have already called on me for aid. How shall I help them? Any advice will be thankfully rec'd. If I could help them over the month of January I believe I could get along peaceably. Please answer at once - & oblige J. T. Stephens Ordinary Monroe County & Agent
