Hd Quarters U.S. Forces
Washington Ga Dec 8. 1865

Captain
I regret that I have to inform you of ill success in capturing the men whose names were given me by Maj Gray of Gen Tillson's staff. This is only a first effort and I assure you Sir if the rascal will but remain in the County they shall be arrested and brought to justice. The officer in charge of the party sent out reports that many have left the county and the others do not sleep in their homes - they are evidently ill at ease - another party will be sent out on Monday night and may bring better returns -

The negroes are contracting freely with Mr McGuire for the plantations near Memphis -

I have the honor to be
Your Obedient Servant
