This would, it seems to me, accomplish the object and at the same time, give Capt Kersham time to proceed in his present careful manner in making a final realocation of lands, and afford the Government ample opportunity to give the whole subject mature consideration  and act with wisdom and prudence. If hurried to make a decision in time to make the people to make a crop, mistakes may possibly be made which afterwards could not be remedied besides, it will give Congress time to learn more of the real feelings of the people and to act accordingly. Unless this or some other practical plan can be adopted, you must not be surprised or disappointed if very large expeditions become necessary to prevent suffering and the inevitable spectacle exhibited of large numbers of able-bodied people being fed in idleness by the Government, while thy ought with the [[??]] [[??]] of the State, labor is scarce at good wages.
