Dear Mr. Seligman:

Thank you very much for your letter of March 21 to Mr. Richardson, which has been turned over to me. We knew about the wonderful purchase by the National Gallery of your Philippe de Champaigne, and I quite realize of course the importance of such an acquisition. However, it has been our policy in the past not to use in the "Recent Accessions" works of art acquired by foreign countries. This might involve us too far, and we decided some time ago to confine ourselves to acquisitions from American and Canadian museums. But again, thank you for reminding us of this.
