I have the honor to state that when Rev. Wm H Tiffany left his charge as Supt Ogeechee Dist The colored guards employed by him, about forty in number were unpaid. The negroes performing the service of guards hold certificates of amounts due them, given by Wm T. They were instructed by him that I would pay them _ that I was to sell the rice, assessed as a tax for that purpose and pay all their claims. I have received no orders to that effect. from Genl Tillson. I understand there is about eighteen hundred ($1800.00) dollars due them. Capt Ketcham incidentally referred to sale of rice in one of his letters to me, but I did not understand it in the way Mr T seems to have done. Will Genl Tillson instruct me in the premises or shall I seek advice or orders from Genl Saxton
