I have the honor to enclose you a copy of an ordinance to assess taxes, raise revenue, and amend the various tax and revenue ordinances for the City of Savannah.

These amended taxes and assessments bears equally upon the whites and colored citizens, as I understand it.  If this is true, as it undoubtedly is, would not the city authorities be obliged to provide for the colored pauper, or subject of public charge who may be a negro.  It seems to me that if the revenue of the city is derived from the blacks as well as the whites, they (the blacks) ought to have the same advantage.  But as it now is, the city may tax them, and when any become applicants for care of substance, then they are turned over to the Bureau.  Please instruct me about this matter.  There are twelve to fifteen thousand bricks from Guyton Hospt.  If stone are used in new buildings will not be needed,  Shall they be turned over to Col Carliny Q.M.  I await instruction.
