Your communication of 16th inst has been received and the Asst Com'r directs me to say in reply, that no appropriation has been allowed the Bureau for the purpose of furnishing Counsel in cases where freedpeople are unable to procure their own counsel. The Asst Com'r however directs that you will report without fail, every instance in which the Civil Authorities refuse or neglect on any account whatever to grant the same benefit of the law to the freedman as to the white man. 

In cases where parties have freedpeople in their employ and have failed to make a written contract with them as required in Orders from this Office, your attention is invited to latter part par' 6' Cir No 2. series 1865 from this Office, a Copy of which is herewith enclosed. The Asst Com'r does not
