Neither of these Rules are held as binding by the Bureau, nor will the Bureau permit an enforcement of the penalties attached thereto in Case of violation of the Same. A deduction from their wages for voluntary absence can only be made at pro-rata rates. All differences that may arise between the employer and employee are to be adjusted by an Officer or Agent of the Bureau and not upon the decision of the employer. The other portions of the Contract to which you have invited special attention are likewise objectionable in many points, although perhaps not in such strict violation of all laws of humanity and justice.  The Ass’t Com'r desires to say that a Circular is about being issued from this Office which will in a great measure aid the Officers and Agents of the Bureau in cases where employers have seen fit to summarily dismiss freedmen in their employment and without an opportunity for self vindication
