Sir,

Your com'n of 23rd has been recd. The order contained therein will be referred to the Ass't Comr for his decision immediately upon his return from
Washington where he is at present on temporary duty. You can notify the Agent of the Bureau, in such counties where those criminals to whom you refer, now are, informing them of the circumstances and request that effective measures be taken to secure their apprehension & trial before the civil courts and in accordance with the laws of the State. If the civil authorities should refuse or neglect to act in this matter it is requested that you will report such fact without delay to this office. Such portion of your Com'n as refers to the suffering among the destitute of your County has been referred to Capt Pickett, in charge of the distribution of rations, for his information. You will be notified of any provisions that may be forwarded, and also as to their manner of distribution.
