Your report in the case of January Edwards (freedman) has been received, and the Asst Com'r directs me to say, that, although he might have been guilty of a very great crime yet he could have been properly secured by being ironed in the ordinary manner without resorting to the unusual and inhuman practice of fastening an iron chain around his neck. The Asst Com'r is of the opinion that the Civil Authorities have acted without due circumspection in this matter, and if repeated in future he would deem it his duty to interfere for the proper protection of the person or persons this imposed upon.
